Can't Keep Viewers Stable

Ii am having an issue keeping the viewers stable for Twitch. I have residential rotating proxies and also sticky. Both are formatted with Proxy:Username:Pass. The problem is the viewers will go up to the desired count. Lets say 700, then after some time (maybe 5-10 minutes) They will drop to 200 and hover for a random amount of time then sky rocket back up to 700. Sometimes it becomes stable but sometimes it drops again and spikes back. How can i resolve this?
